Dual-Use Quantum Technologies: engineering, security, resilience, and policy

A) CONTEXT/AIM

Quantum technologies are rapidly transitioning from research to deployment, with profound implications for defense, cybersecurity, and sensing. NATO has initiated multiple research efforts on quantum, focusing on secure communications, sensing, computing, among others. Yet, training programs on quantum's dual-use nature remain limited. The NATO STO Summer Training Program 2026 aims to address that gap, bringing together graduate students, early-career researchers, and practitioners for an intensive week of lectures, interactive workshops, and scenario-based discussions on Dual-Use Quantum Technologies.

By the end of the programme, participants will be able to:

  • Comprehensively articulate the foundational principles of quantum technologies and analyze their dual-use applications across civilian and defense contexts
  • Engage with and interpret real-world quantum systems through hands-on exposure to both operational and laboratory setups
  • Critically evaluate the ethical, strategic, and technical considerations involved in the development and deployment of quantum technologies
  • Participants are expected to reach a proof-of-concept level of understanding and practical familiarity with emerging quantum systems

C) HOW TO PARTICIPATE?

Interested participants can apply to attend the first NATO STO Summer Training Program by submitting their CV and a short motivation letter, hereby 01 May. Due to the limited number of seats, a selection process will take place, as described in the submission/application page.

The event is open to participants from NATO and S&T Partner nations (Australia, Japan, Republic of Korea, Switzerland and Ukraine), as well as the NATO enterprise. There is no financial support to participate in this programme, and no fees will be charged
